The Romanian magazine, Capital, describes in the following article (sorry the article has been removed, you can find it in the archives of Capital magazina) how several young companies operates, within flats in Bucharest, Call Centers for German and British companies. According to the interview presented in the article, Romania offers a reduction of the costs that is three times to what India is offering!
I doubt this can be a permanent price line or, offered in full legal conditions. With such prices we could outsource what India is outsourcing.
