According to Guardian UK in the recent article From Bangalore to Bucharest, the 400,000 Britons employed in call centers are facing new and growing competition for their jobs from eastern and central Europe. The new call center jobs will not so much compete with Indian BPO, but will setup a two-tier system.
The more routine or administrative tasks such as cheque processing, password-resetting, change address,etc could be continue to be outsourced to India, while higher-value jobs (basically sales and development) will go to near shore destination like Romania, Bulgaria, Czech Republic. The outsourcing specialist John Willmott of NelsonHall Nearshore said that nearshore outsourcing will be favoured due to closer cultural awareness, and slightly different set of skills not available in India.
