Opportunities and Opportunities…

EU Information Society and Media Commissioner Viviane Reding (which in the previous Commission was responsible of education and culture, and i have here some arguments about her performance) has acknowledged (some text here) in a panel discussion the problems EU is facing in IT research. She said there was a need for a change in mentality in the EU, pointing out that bureaucracy "does not eliminate risk, and can merely hide it". So much of acknowledgement, said all over again, we need to see actions especially since the bureaucracy comes from EU Commission itself.

In another acknowledgement (here), European employees consider outsourcing to be an opportunity for them to develop their careers. This pose an interesting view to the EU Commission.

It might be interesting to discuss a possible scenario where EU companies will relocate/outsource some of the IT tasks that now can be consider as commodities, and use the existing staff (that obviously has experience, training and deep understanding of the current business market) and combined with EU easily accessible research EU funding and invest in IT research. I am favour of academic research however as long as it has also some practical aspects for the business environment a kind of public-private-academic partnership.

Why do something that someone else can do in much more favorable conditions (costs/quality) instead of trying to develop something new which only you can do for the begining and offer yourself a competitive advantage? Only if someonEU, will help you…
