Those that tried last year to hire a programmer in Bucharest or any other major city in Romania would have found a frozen job market. I know many companies that upon publishing ads for job openings would have got not a single CV back. Those that sent CVs asked for wages that were beyond what the employees could offer. The result was a frozen market and rising costs for outsourcing companies in Romania.
The crisis had forced some major IT companies to reduce or close operations in Romania. For example IT&C, an outsourcing company in Romania had reduced their work force with 20% (10% is written in the press, link here. Siemens has completely closed the Wireless Division in Brasov and many more small outsourcing software companies have reduced or closed their doors. Myself i got during the last few weeks, CVs without having to post a job opening. The crisis will surely bring the level of wages asked on the job market to a more bearable level for the outsourcing industry.
