As i receive questions regarding public acquisitions (via SEAP) in Romania, here are the limits:
The contracting authority shall have the right to directly purchase products, services or works to the extent that the purchase price is equal to or less than the equivalent in RON:
· €15,000 for each purchase of goods or services, (According to legislation, the old threshold was $10,000. For comparison, in Poland, that threshold is €14,000 and €15,000 in the Czech Republic)
· €15,000 for each purchase of works. (According to legislation, the old threshold was €10,000. For comparison, in other EU countries this threshold is between €10,000 – €20,000)
The contracting authority will be entitled to apply to the bidding procedure only if the estimated value without VAT of the public procurement contract is equal to or less than the equivalent in lei of the following thresholds:
· For supply contract – €100,000 (This threshold was €75,000 in Romania, in Poland is €80,000 and €100,000 in the Czech Republic)
· For services contract: €100,000 (This threshold was €75,000 in Romania, in Poland is €80,000 and €100,000 in the Czech Republic)
· For works contract: €750,000. (This threshold was € 500,000 in Romania, while in Poland and the Czech Republic this threshold is €750,000)
